rage video card ?

Iam new at hardware issues so please bear with me .I was tweaking my brotherinlaws machine and found his ati rage card had been siliconed into the agp slot is this kosher? I removed the silicone pulled the card and reseated it .Then the card went away.Now I have a question do all tabs on the video card have to be inserted in the slot?Can I test this card in a regular PCI slot?Again am a newbie looking for help. All the ones with metal connectors, yes.

If its an AGP card, no.
