A friend of mine (yeah right) has managed to squirt arctic silver over the back of his Athlon 700Tbird.
it won't work
he tried to get it of using lighter fluid, it still won't work.
I have given him some iso prop (ipa) but it was on for a few hours so it still won't work. Has he killed the chip.

It depends where he got it, if he got any on the pins then maybe he might have caused a short ciruite.

Im not entirely sure if this would cause the chip to breakdown or not.

Is there anyone else out there who has come across a similar problem? I would be interested to know if the artic silver would cause such a problem.

Yes, you can fry a CPU with Arctic Silver. You must only apply it to the CPU slug, not the entire surface of the chip. Here's a quote from the Arctic Silver Web site:

"While much safer than electrically conductive silver and copper greases, Arctic Silver II should be keep away from electrical traces, pins, and leads. The compound is slightly capacitive and could potentially cause problems if it bridged two close-proximity electrical paths."

Sounds like it might be fried - though you won't know for sure till you actually get rid of the arctic silver. I find a pencil eraser works great, but it might be awkward to use in the small spaces between pins. If you can, try it - it gets rid of it easily and quickly. I don't know whether there's any static problems associated with it, but my cpu still works after having the die cleaned with an eraser many times - and it doesn't sound as if you have anything to lose. For what it's worth, good luck! :-)
