If I buy a CPU that is OEM does that mean I do not get a stock HS/F with it?

Sorry if this is in the wrong forum but I wasn't sure where to put it.
 
Yup.

You'll also sometimes see 'box' (retail-includes HSF) and 'tray' (just the cpu).

That depends on the retailer now...AMD will not RMA it if they can prove it was OCed in the first place (really hard to prove it was OCed when it is dead ;) )...but retailers like svc will still RMA the CPU if it was OCed...just as long as the OC was not the cause for the RMA...
