I am having trouble deciding where to place a fan on my side panel. What should i put it over, the ram, the graphics card, what.

Put it over the CPU if only using one side fan...this way the CPU will get direct cool outside out instead of using the hot system air to cool it down...

I second that. And if you want, you can experiment with ductin the fan directly to the cpu in an attempt to not waste any of that precious room air
