You can ONLY OC to 123MHz??? That's insane high for an Slot-A athlon! Which chipset does your mobo use, I'm not familiure with abit K7 100, but I believe it was a VIA133KX-chipset, or AMD750? Let me know, I find it interesting, because the VIA one is know to be crippled so it won't get high FSB, typically not above 110MHz, 117 at most. To get things more stable, increase voltage and lower temps. Do you have a 0.18um core or a 0.25um? Look up the serial nr. on the black CPU cover, ending on a A means 0,18, ending on C means 0.25. The 0.18um OC better and run less hot than the 0.25 ones. Do you have temp measurement, if so what are your temps? Try not to get above 45°C. What heatsink do you use? What also helps in increasing temps is extra case cooling.
You say not boot or post. Remember that oc'ing FSB means also oc'ing all your pheripherals, such as PCI, AGP, RAM, IDE. Maybe one of them is the problem, not much you can do about that. Pump VIO up from 3.3 to 3.4, it's pretty harmless, I haven't gone any further, as I don't know the effect of extreme voltages. 3.4V runs good for about 1 year now, so no problem with that. But like I said, 124 is much.
You could try to get around the pheripherals OC'ing by increasing your FSB even more and look where the PCI multiplyer goes from 1/3 to 1/4 (for asus at 127MHz, but for other boards could be higher, 130 or even 133, sometimes it is set in the bios). When this multiplyer goes down, your board runs close to normal speed again and you have no problems with it. Damn, I'm jalous, never menaged any higher than 107FSB out of my ol' AMD classic 0.25um, which are know to suck for FSB OC'ing, not to mention I've got the ASUS K7V mobo with VIA133kx.

I think i will be able to get upto a gig, after i get my gpd, to adjust the multiplyer.
right now, running steady at 123*7.5 though, but could change that to 8.5.
