If your unclu is experienced with assembling PCs, then he probably has another PC "or two :-)" hanging around. If you have checked everything for sure (this means taking it totally apart and putting it back together again) then start taking parts and testing them in the other PC. Chances are that taking the PC apart and putting it back together will clear the problem though. Try taking the CPU out and reseating it and the HSF. Does the CPU get hot when you turn it on? Is the ram seated all the way? Also, try taking out all the parts except for the parts that are required for running the PC. Just leave the Motherboard, Memory, CPU & HSF, Video, and Power Supply. Make sure your hard drive and floppy cables are disconnected when you do this because that could be the problem. Let us know what happens.

Check to be sure he did not crack the processor die.when he attached the heat sink.

It could be that it is being held in reset (it happend to mine) just unplug your ATX1 conector and then plug it back in
If that did not work check to make shure that there is a 5 volt stand by on pin 9 on the ATX1 conector if that is not there, (which it has to be on to turn on even), you have a bad power suply

Hope this helps
