The Thermalright SK-7 is only $20 on NewEgg, and it's great. If you want to spend a little more, the SLK-800(U) is only $33 at ExcaliberPC, and you'll get a few degrees cooler (2-4* C). You can also find the SK-7 for cheaper around the web, for about $15.

Yes for under 35 get the SK-7 or SLK 800- but the sk7 is only for amd...
 
i got a coolermaster Xdream for about $15 off newegg and when its properly lapped it makes an amazing heatsink for $15. it came with a variable speed fan that goes up to 68 cfm
