Okay, I tried the pencil technique for unlocking my Duron 700, but nothings happening. I can go into my Frequency/Voltage settings in setup, but I can't get it to run above about 728 Mhz. Anybody got any ideas??

i havent unlocked my duron 700 but i got it up to 910
which is 7*130/32
1.675v

i assume you changed the fsb and not the multiplyer because 100 times any thing ant 728
try changing multiplyer and leaving fsb at 100

Okay. How do I do that? Sorry, I'm new to all this. The settings I changed were under the frequency/voltage settings in setup. I changed it to 102/34/off, and 104/35/off, and things seemed to work great, but I have no idea what these numbers mean. They are labeled CPU host (100 ), PCI (33), and Spread Spec. (I have no idea what this means)

100 MHZ is the frontside bus, that determines the speed of the whole comp. It is either multiplied(cpu) or divided(pci, agp) spread spectrum is pretty much useless and you should just leave it off. Say you have a 1GHZ Athlon, it's like this: 10X100 (100 MHZ front side bus X 10 to give you 1000 MHZ) When you raise the front side bus you raise the speed of everything in the comp: ram, pci, agp. You will get better performance overclocking this way but it is more prone to stability problems. The defualt speed on the pci bus is 33MHZ. You can usually get to about 37MHZ before you start have issues. Some cards like NIC's don't like to be run out of spec and will give you problems. In that case just take out the cards 1 by 1 and see which one is giving you beef. As far as the multiplier goes, double check your pencil marks, make sure of two things: that they are thick, and that they don't touch each other in ANY way. The best thing to do is get a defogger kit of conductive pen and do it that way, its alot better and permanent so you won't have to keep redoing it. Hope this helps a little. Good luck. :-)

Okay, so I need to set the CPU Ration Selection dip switch on the mobo to 7, and set the cpu host / pci setting in setup to 130/32, is that right? thanks.

All your base!
If you have unlocked your L1 correctly (use a magnifying glass to be sure.... I have seen MANY examples of where people thought they had it closed and it was not even close) you should leave you fsb the same (for now) at 100/33. the 33 is your PCIBus speed in MHz.
First off what motherboard do you have? A good board for overclocking should be ENTIRELY jumper OR ENTIRELY softBIOS controlled. There is a problem with the ones that are mixed.
But try taking you multiplier up to 7.5 then 8 the 8.5 so on and so forth. Watch your cpu temp.
once you stop getting stable bootups try uppping the voltage to 1.75 or 1.8, again watching your temp VERY closely with each bootup test.
once you find a good speed drop it down just a bit and start bumping up your fsb and PCI bus. I dunno if I'd dare take my PCI (33MHz) over say... like 36 or 37 though. The fsb you can pretty much go as high as you wan't (if you can controll that without changing the PCI) I know almost all thunderbirds easily run at 133MHz FSB on the new kt133a chipsets.
