Is the thermal paste with the SLK-800u conductive?

I had a SLK-800u sent to me from Taiwan (only took 2 days!). It came with some thermal paste that I suppose comes with most new Thermalright H/S.

I'm going to make some ramsinks but would prefer to use some non-conductive or capacitive stuff like the AS2 I have lying around. Does anybody know if Thermalrights stuff is conductive?
 
I take it that it's Silicon based? Anybody have an idea how good/bad it is? I will probably try it out as I've read a review which saw Radio Shacks thermal paste up there with Arctic Silver Ceramique!
 
Its not conductive and its worse than AS3/Ceramique a few degrees if you dont mind then go ahead and use it. Otherwise i'd spend the 3-4 bucks on Ceramique =d
