Locked/Unlocked

I'm a new guy :)
I am about to buy an AMD Duron 800 and hope to overclock it.
I have read numerous posts where you guys talk about the chip being locked/unlocked.
Can someone explain to me what this means and how I will know if my chip is locked or not and how to fix that.

AMD "locks" the L1 cache by cutting the bridges so you cant change the multiplier. check out this site:

Durons are normally locked.
