Need to disable windows 2000 file protection, ARRGH!

First off, OS: Windows 2000 pro SP4

Okay, so i need to permanently disble WFP and none of the old methods of doing so work. Neither the pre sp2 or the post sp2 methods work. By going into safe mode, I can thus temporarily disable WFP, but once I boot up, everything changes back.
So, does anyone have a method for circumventing WFP in sp4?

Yeah I saw that,
unfortunately I do not have an sp1 sfc.dll
anything else I can do?
