fan controllers overpriced - use a variable resistor, but how much resistance?

I am thinking about getting a rediculously loud fan for my cpu that pushes massive amounts of air, and toning it down a bit, but fan busses/controllers are way over-priced, so I want to use a variable resistor from Radioshack. But that leaves me with a question: What kind of maximum resistance are we looking at here?

When one of my home-made fan controllers burned out a few weeks back and I needed to get a new one, I found out about the units I linked to.

It would cost me MORE to make 4 of my own controllers than that thing costs- and I wouldn't have bi-colored leds :)
 
why are you getting a 'rediculously loud fan' and then toning it down?

why not just get a quieter fan?
