If I can do [208] FSB x 11 on PC2100 set to Auto,

Does that mean that Auto Memery Frequency isolates the memory to the point that 208 is my max FSB even if I put in twinmos/ch-5 winbond pc3200??

Epox has a way of doing memory timings that's can be confusing.
Honestly, I've never been a fan of Epox (earlier experiences, none nforce boards). I'm sure that the twinmos memory would run with your current setup just fine. Otherwise, I believe, according to the epox manual, that there's a setting for memory timing called "SYNC" which is selectable from within your advance chipset features... setting this option to SYNC would then allow you to raise up your FSB to your likings and OC the crap out of them mem modules... of course, this is what the documents states for the epox 8rda+ boards. This would bring true to your statement then, that the AUTO feature does indeed set you max fsb speed to 208mhz. Good for those who have questionable memory (generic type) and most possibly allow the most folks to get to the infamous "200" FSB side. let me know if you have this option.
