All I can get is a 2.53 to run at 2.77 stable.
I can get to 3.02, But windows will not load right

Here are my current settings.

144 fsb
CPU V 1.7
Memory timeing 2-5-2-2

My memory is OCZ DDR3200 EL 1-512 sims.
Prosser is a P4 2.53 Northwods B 533 FSB
Power Supply is a Vantec 520a Stelth 325w 12V output.
Kollance Water cooling sys + three Case Fans.

can anbody help me out and get more from my board.

i know that if your cpu isn't a C1, you won't be able to get that high overclocking. however, if your cpu IS a C1 you should be able to get it to 3.1GHz like I have or something around there. Try setting the memory timings higher. i would say you don't have a C1 because you have the vcore at 1.7 and can't get it up that high because i have a 2.53 C1 with the vcore at 1.575 i believe and i'm at 3.1GHz on air.

You don't mention your FSB:RAM divider.
