how to log user data operations in a subdomain?

*it was typo in subject. its USER not "uses"*
at work we try to let the users as muhc freedom as possible while we still want to keep track of file operation (so they dont copy files to removable media , or at least we know of).
what programm could we do for it? it should make a central log file (at least that would be best), search for keywords or have a database for special files where on their copy to removable an imediate email woul dbe sent to the administrator.
does something like this exsit? we dont want to restrict the users creativity, just actually know what files they copy /delete/ move etc or maybe change
