are there rules of thumb about how to burn a chip and how long before you should try to overclock them if they are new?

what are the sensors via686b-1 thru 3 and max1617-9 local and remote on mbm. i have a kk266-r

Not really. Some say that it helps, but some day that it doesnt help. I got any extra 87MHz outta my puppy by burnin in, but it all depends. If I were you I would try it, cause itll usually work.

with my cCO celeron 600 I ran it at 600mhz with 2v for about 3 months, after this it would run at up to 750mhz with only 1.3v and only needed 1.55v for 900mhz, previously it had needed 1.75v for 900, it needed 1.9v for 1.01ghz though and 2.2 for prime95 to work at that speed, I am currently burning in at 600/2.2v to get the voltage at 1.01ghz down

cool...so it's actually something you can do retroactively.

so you are running it at higher voltage but the default speed?
