Will the performance i notice be minimal by putting ramsinks on my 9800 npp @ 9800 pro ram and by putting chipsinks on the PLL's on my mobo?

the PLLs will increase stability and the ramsinks will give a minimal if any increase in overclock.

a good test of whether you need ramsinks is to feel the chips after a gaming session. if they are hot, ramsinks would help, if they burn you, you need them pronto, and if they are warm, ramsinks will not help at all.
