No. There are no good $20 power supplies. If you want to go cheap, get a 300W or 350W Sparkle or Fortron. Even the 300W Fortron/Sparkle will be much better than a 400W Powmax.

Powmax is not known for quality - not quite as bad as Deer, but not much better either. Fortron/Sparkle and Antec are much better values. ATM, the Fortron 350 is still $32 at newegg with the 120mm fan version $55 - it will easily out power that 400 Powmax.

There are many PSU makers out there not worth buying from... as a rule I usually stay well away from anything that promises high wattage for a dirt cheap price, or doesn't have a 3.3/5 combined rating. I also try to look up the UL or CSA file numbers to see if the company has actually tried for certification (sometimes the file number is faked).

The three PSU makes I personally recommend most of the time are Sparkle/Fortron, Antec/Channel Well, and HEC/Compucase in that order. Avoid all aliases of Foxconn at all costs (Deer, Allied, US-Can, Eagle, Austin, and L&C); as well as all aliases of Leadman (Powmax, Robanton, Raidmax).

I agree with Oklahoma Wolf but i must add that enermax is also very good. I usually only buy form enermax or antec sepending a lil more money on a good psu is always a good idea cause the psu as you know is very important, and unfortunatly very neglected by most too
