I was wondering if there's any difference between these two

1700 JIUHB 0319 VPMW
1700 JIUHB 0319 WPMW

which one would be better or are they basically the same?
and whether the 0319 is the best 1700 as of yet?

No one really knows anything about which of the four letter codes would be better. Each are excellent processors, just about as good as it gets, and should do just about the same.
