The 865P is a strip down model of the 865PE. It removes 800MHz FSB support along with a few other things I cant think of right now.
865P supports ony:
400/533 MHz FSB
Dual Channel DDR 333/266
Otherwise same as 865PE chipset; however mobos bulit on 865P chipset are expected to have less features as mobo makers will intro these boards more into the value segment.
If u are planning to buy a new board for )C, much better to go with 865PE.
