I was on the AMD website and when i looked around i found

out that my mother board (Fic AZ11E) can take up to a 1.2ghz Athlon but can only take upto a 850mhz Duron. Why is this? and is it true?

the only reason it says that is because at the time of publication, there was nothing higher than an 850. The L bridges on the duron decipher the multiplier and in theory will also go up to 12x.
