What are my chances of getting a DLT3C 1700+ (JIUHB 0310 XPMW) to 2.8 GHz with a Prometia Mach I?

Basically, if I can't get my 2600+ working stable at 2.67 GHz, I want something that will go higher. I can get the 1700+ for $72.80 including shipping to my place in Canada.

Or do you think a DUT3C 2100+ would be better?

Is it worth it for me to consider this?
 
You have pretty good chances with a phase change system. Numerous members can hit very high clock speeds on chilled watercooling systems as well. OC[This] has a 1700 @ 2.7 on chilled wc for instance. I have a 1700 at 2.5 on mere air. The 2100's will require lots of voltage, usually + .10v over the 1700 dlt3c for the same speeds.
