Root: The highest level in a directory hierarchy. For example in MS-DOS the root of the primary hard disk drive would C:\
so boot.ini should be
c:\boot.ini
If you cannot find it then you may not be logged in as a admin.
if you cannot find it go to start-run-edit c:\boot.ini
If you get an error saying it cannot be edited or viewed then you are not logged in as admin
you can also go to start - run - msconfig and you can edit your boot.ini, Config.sys, system.ini and startup programs
but then again you need to be logged in as an admin or power user

it's C:\BOOT.INI
you need to enable one other option in the folder options, it's called "Show system files (not recommended)" That should make it appear

edit: nm I was wrong what I posted just now. I did not uncheck "Hide protected operating system files "
