n00bish question: why wasn't multiplier locked

I have a athlon xp 2700+ and I have been able to freely change multipliers on it. I thought they were all locked now. Is it just a standard feature of the asus motherboards?
 
all tbreds and bartons are unlocked by default. certain motherboards may not be able to change the multis, but ALL tbreds and bartons have the ability.
