In my bios I have an option that states:

CPU Smart Fan Control: Enabled

And I know this means that when it hits a certain temp the fan spins at a higher RPM. But I also have the option to disable this, would this stop the fan all together or would it make it spin at its highest RPM all the time? Im afraid to disable it in fear of killin it lol.

it should make it go full speed all the time. it should not turn the fan off all together.

good luck
