How difficult?

In your opinion, how difficult and expensive would it be to run and operate a LEGAL digital on demand system for movies, cd's ect?

Like for a lot of people or just one TV in the house? Cause I know there are carousels that you can get that hold a lot of CDs or DVDs and have optical outputs for sound and stuff.

Most of the cost would be tied up in bandwidth and licensing I think.
