First off this belongs in the cooling section.
Wipe as much of the old paste off, then use nail polish remover or rubbing alchohol.
The tape ont he heatsink needs to be carefully scraped of and wiped w/ the above solvents. Now would be a good time to lap ( remove the imperfections and grooves on the bottom of the heatsink) to a nice shiny/ smooth finish. Then get some Artic Silver thermal paste and apply liberally to just the cpu surface.
You should be good to go.

Clean that pad off the bottom of the heatsink. Do a good job get it 100% clean. The reason for using grease is it is much better then the stock thermal pad, it will help in the heat transfer from the cpu to the sink. To clean off the cpu I use a q-tip and rubbing alcohol.

Good for you. Keep in mind that the ASUS Probe is reported to read the temperatures as high as 10C over actual. My experience with these boards confirms that. Lapping should lower them a few more degrees as well. How about that, you can lower your temps about 10C with out spending a dime!
