would my antec 480w true power have any chance of powering the below system and a 226w tec?

None whatsoever. I can't be any less blunt than that. :( A 226W peltier needs a whopping 18A on its own; which your power supply would just barely be able to supply exclusively. With the added load of a processor, video card, and hard drives, there's no way its gonna happen.

alright just making sure, the only thing preventing me from going tec is i have no where to put another psu and those drive bay psu's cost to damn mutch

or you could just make your own case for about 20$ and put as many psu's in there as you want. thats what im doing.
