Whats the safe range for PCI/AGP slots to be oc'd at?

Question in the title: I'm wondering at what point does it become unsafe to OC the PCI/AGP ports--also if there is any software to lock the PCI/AGP slot?

Software isn't used to lock the PCI bus, currently only nVidia Nforce 2 motherboards have the separate clock generator required to keep the PCI bus within specification when running non-standard FSB speeds. It's a hardware issue.

The max you can go on a non-locked motherboard is 37MHz unless you want to reformat your harddrive, but bear in mind some graphics cards also do not like high bus speeds.
 
most people dont recomend going over 38mhz pci bus, mainly because components start to strugle, and some hard drives start to corrupt beyond this point.
