Ok here's the problem.
When I put this system together I penciled in the L1's.
A week later I flashed the bios with the 1.0b16.
All 4 LEDs are green on MOBO.
I read all I could before I attempted to OC.
Sunday I attempted and failed.

I went into the BIOS>Frequency/Voltage Control>CPU Clock Ratio and changed
the (default) 7.5 to 8. F10'd(saved and exit). I did not mess with the
FSB(133). Then nothing, lock up before boot and POST. I had to power off to
get back into bios to reset back to 7.5.

So what did I miss?

try flashing back to your original bios?

7 machines up and runing not a single flash in the bunch (and i mean running)

I agree with Kat, If it ain't broke don't fix it. Four systems up here, only one updated BIOS. An older machine to support the K6III+ series chip.

Well, maybe you just have to set the vcore a step or two higher.
