I Recnetly Bought a Duron 700 and I have Placed a Massic Fan and Heatsink with an 12 Inch Fan running in The Side of The Computer and i Have it Running @ 950 on a Gigabyte GA-7ZM Board. Does anyone Know How i Can get it Down From 40 Degrees to 10 Or 20.

With air cooling: NO WAY!! (unless u use air from a freezer)
To reach those temps you will have to go for watercooling + maybe a peltier (or dry ice/LN2 :)

Just get extensions for all of the cables and wires and put the whole thing in the freezer.
Won't even need the "12 inch" fan then!!!

In order to get the processor to run at less than room temperature you need something more powerful than air cooling. Air-cooling will only get you within a couple of degrees from room temp, and that's with a high-end HSF.
