Ok, so im in school and my friend goes comes up too me and says he built a new system (xp2800) and says he needs a new video card for around 150. So I told him ok ill ask around on the internet witch one is the best bang for the buck.

so I found one for 177bux

It depends on a lot of things. What games would he play? Is he gonna play Half-Life 2? check pricewatch.com for the GeForce 4 Ti4600. The last one on your list is good too. It'll last longer than the Ti4600, but offer lower performance untilyou either play DX9 games or O/C it. Take your pick.:)

If you're limited to the choices up there, I'd go w/ the last one. If you're not, I'd look around a bit more. See what nVidia has to offer as well.

Or, wait and scrape together some more cash, and buy a 9500 np and flash it to a 9700 np (doesn't always work, however), or buy a 9700 Pro.

I'd say save up some $$ and buy a 9800 np. It's a budget killer, but it's the only choice right now for a non-crippled video card. You can save a few bucks and get a 9700 np, but only a few. The 9600 is only an "ok" card.
