vdimm running WAY low... why?

i just got an epox 8rga+ back from newegg, after my 8rda died... i boot up the board the first time, and check the system health. the Vdimm voltage was reading 2.56v.. seems normal...
but the system was set @ 2.63v

i set the board to 2.50 i get 2.43v
i set it to 2.77 and it reads 2.70v
i set it to 2.90 and it reads 2.81v

i KNOW it's not the psu, my psu is a Ablecom 400watt dual fan psu (comes with supermicro cases)

voltage lines are as follows.

3.3v @ 3.30v
5v @ 5.26v
12v @ 12.34v

this is SEVERLY limiting my overclock (175fsb max, would get 195 on 8rda)... could something on the board be bad??? the board is BRAND NEW! i got it today!

and the huge glaring question.... WHY!?! and what if anything can i do to help/fix it...

system is a barton 2500+, ram is samsung pc2700, and some generic 2100 (will do 195 before it gets flakey)
gf4ti 4200, sblive, 1hd, 1 cdrw, about 6 case fans.
 
updated the bios to the latest version. and it helped with getting async fsbs over 200... vdimm is still set @ 2.9 and running at 2.8

i think its just time to get some new ram anyway.. something that runs over 200fsb @ 2.5v

any other 8rga+ users getting this on their board??
