1) Does Win XP have SCANDISK? If so, how can I access it since it is not in the programs listing? Why isn't it readily available?

2) When I run DISK CLEANUP, I have an item called SETUP LOG FILES that contain 694mb. Is this safe to checkoff and cleanout?

1) My computer/Right click partition of choice/Properties : click on the tools tab, and click on the scan for errors button.

2) It depends. I'm guessing that is likely stored information for updates that you performed. If you want to revert back to the previous settings before you updated, you will need that log file information. If you are happy with the updates, are not experienceing problems, and have something better to do with that 700mb of space then you can delete those files. I assume I am right on this, but I could have the wrong idea.

For you to run the scan, you must restart your PC.

Yes those are just log files. They are safe to delete.
