ok i have the ASUS A7V8X with the KT 400 chipset, now what i am wondering is when they write up a bios is there a way the put in / institue a PCI/AGP lock (like NF2 boards) so we can run or FSB 's @200 ?

Im not brain child by any means but i would think when they set up a new BIOS they would be able to offer something like that!
 
The PCI lock and 400FSB dividers are hardware functions. Both require different clock generators capable of doing 2 clock cycles (in the case of AGP lock) and a generator that can do a 1/6 divider. These are not present on KT400 boards, so you can't do anything about it with software updates/BIOS flashes.
