Right now on my p4pe I'm running a 1.8a comfortably at 155Mhz FSB. I have a couple of choices (based on BIOS mem frequency config) with my Buffalo PC3200 RAM. Among them are to run at say ~320Mhz at 2,2,2,5 or at 413 at 2.5,3,3,7. So which is better, more bandwidth or neat timings?

thanks.

320->413 is a BIG jump, that will demolish any benefit of better timings. Go for the FSB!

If it were only a 10MHz difference, then there would be no difference - the FSB or the timings would pretty much equal each other (more or less). A difference that big is more than worth it.
