I reinstalled windows and in the process of installing drivers I lost all power to USB. Device manager indicates that all is well but nothing lights up (ie mouses) and as far as I can tell there is no response.
Any similar experiences / ways to fix this?

is this onboard usb or is it a usb expansion card. Because i have had issues like that back when i had a usb pci card in a cheapo Pentium computer. The usb would go out on me for no reason at all.

They're onboard. All 4 that have sockets on the mobo plus 2 that are in a bracket that's attached to the mobo. I don't have any PCI USB cards. I checked device manager and it says there are no conflicts and even lists an amount of power available to each.

I dunno thats pretty strange. Maybe theres a problem with the mouse you are using?

Can always check your mobo manufacturers website to see if you have the latest drivers for it. Also, did you check in the CMOS setup...make sure USB is enabled? I set my g/f's comp to high performance in the CMOS and it turned off the USB. Well, she has a USB keyboard so it took me a few minutes to figure it out.

USB ports being inoperable has happend to me several times. I almost always use the PS/2 ports. I have a Soyo board that disables the USB ports everytime you enter the BIOS. I have to be sure that I enable it everytime I make a change. Ive had machines that wouldnt let you in BIOS or safemode if the keyboard was plugged into the USB. I RMA'd an Asus A7N8X board because it wouldn't boot with anything in a USB port. I had to move the mouse and keys to PS2 and pull the printer and joystick connections to boot and it would lock up if I plugged in after boot. It was working fine untill after a blue screen crash.
