Doubt you'll get both, plus a GOOD hsf for that price. Check the version on the KK266. According to MaximumPC June, page 23, there is a recall of the 1.2 version boards. (mines 1.1) The boards have problems with certain multiplier settings. Good luck.
You CAN get the board plus a fairly decent CPU for that, but most vendors at shows sell NOTHING BUT CRAP HSF's!! I'd recommend going with one of the online retailers of O/C'd combos instead......much more likely to get quality parts and a return if necessary
