Duron unlocked but wont overclock!! HELP!!

Ok, I now know my Duron 650 is unlocked. I tried UNDERclocking it to 500 mhz (5x100) and my system booted, posted and ran at 500 mhz. Here's where my problem is. I tried setting it to 7.5x100 1.7v and it won't post. Tried 7x100 1.68v, still no post. Does anyone have any suggestions or ideas that may help this situation?

I'm not sure if you chip is unlock. underclocking does not mean that the chip is unlock because the BIOS is permitted to go slower but the cpu is what prevents it to go faster. Speed limit is 65 but you can go slower.

It's unlocked now...finally found the right pencil to do it. I brought this baby up to 933 mhz last night!!
