Are all AMD T-birds unlocked?

Does anybody know what the deal is with only some AMD T-bird chips being locked and not others?
Why is that?

I THINK that the ones from Texas aren't and those from Dresden are.
either that or its just pot luck

I was originally going to buy a 1.0 Tbird but then I heard that most 1.2's were factory unlocked. I decided to pay an extra $20 for the 1.2 and take my chances. My gamble paid off. My 1.2 AVIA was factory unlocked. I bought it from TWCO.COM about a week ago. I haven't heard of ANY 1.0's being unlocked.
