I have a GA-7ZX motherboard, a VIA KT133 chipset, and generic/default cooling equipment. Under chipset settings in BIOS, should I enable "Top Performance"?

I don't know the motherboard at all, but I strongly suspect that all that you will be altering is your DRAM timing..I suspect that enabling "Top Performance" will improve your overall system performance by some degree.
If your RAM is unable to accomodate the faster timing, your PC may not boot, it may become unstable, or hard lock..some of the very same symptoms that an overclocked system may exhibit.
Note: I did a search on Google whilst responding and could only find this reference to "Top Performance":
As you can see from the results, the "Top Performance" function found within the "Chipset Features Setup" BIOS menu is certainly doing its job. When using it, the GA-7ZX manages to make a leap in performance, making it the fastest SocketA, KT133 board that we've reviewed.

The choice is yours to make. I feel that if you are unsuccessful, that it will be your system memory, rather than deficient cooling that will thwart your attempts.

I have a Gigabyte 7ZX mobo, I would certainly recommend enabling top performance in BIOS.
