I have just began in the Overclocking world, and I need some info on where to get started. I just built a watercooled system with stats..
Asus P4P800 Deluxe
P4 2.6c
GF4 ti 4400 128mb
2x Western Digital SATA 128mb
Soundblaster live PLat
Corsair VS1GBKIT400 1GB DDR400 PC3200
Kingwin Aluminum case
I have the jumperfree settings at 20% which puts me around 3.12 Mhz, with a idle temp of 27 degrees celsius, and a high of around 30 degrees.
I have little or no experience OC'in but I would love to know what you think this system could pull, and some ideas of what values or ways to go.

First you need to see if 3.12 is even stable.. have you don't any testing to see if it's stable?
do the stability testing first. use something like Prime 95 as a start.
after that try to go higher, as you seem to have a pretty good setup.
lock your PCI and AGP down to 33 and 66 Mhz, keep your RAM speed reasonable using the CPU:RAM divider, and just increase your FSB.

Im runnin a system with very similar specs to your but on air cooling and have managed 3.3GHZ so you should be able to puish a bit further.
It sound like you have not set the jumperfree settings to manual, firstly do that then lock AGP/PCI at 66/33, then ensure Performance mode is set to std. Up the FSB to 250 for 3.25ghz, and keep the ram setting at 320mhz (which will be 400mhz really)
GO into chipset and select "Use RAM SPD timings" or whatever it is disable MAM.
I suggest you may need to have vcore set to about 1.65v in BIOS.
Now start increasing the FSB until you have hit the limit, you may also want to reduce ram timings in the chipset functions once you go over 250FSB.
You can also try performance mode turbo and enabling MAM once you have found the setting you are happiest with.

Ok, so I did all you said, set my FSB to 250, disabled turbo etc. The only instruction I had a little difficulty with was diabeling MAM. Under my menu, which I just reflashed my bios, I have configure DRAM timing by SPD, and Memory Acceleration Mode. I figured the second one was the one you were refering to but it only gives me the option of enable or auto. The other menu option gives me a bunch of indivdual values. I disabled the second and ran it at 250 FSB and ran prime95 for 6 hours with no problems. I bumped it up only five and prime95 crashed almost instantly. So I guess I am curious what you have yours set to, and what to do about the menu. I am also curious as to what everyone thinks is the max I can get and have it still be stable. I also have no idea what to set the ram timings to. Please help

This is not guaranteed to work for all memory but some good mid-range timings to set for your RAM to keep it happy while you are testing other things is 2.5-3-3-8. Then set Burst Length = 8. I have found that setting Memory Acceleration Mode to Enabled actually increases the stability of my RAM just a little bit. Try DRAM Idle Timer = Infinite and Refresh Rate = 7.8uSec.
Try those if you like.

I configed my memory to those exact settings, but I still can't get anything stable after 250 FSB. Don't get me wrong, 3.25 out of a 2.6 is a lot better than I ever thought possible, but when i see people pulling 3.5 to 3.7 it makes me a bit curious. I do appreciate everyone's help thus far, this forum has really help me a ton. Any ideas on something i could change to get higher performance would be appreciated.
