As Angry mentioned...Welcome :) Sounds to me like Vcore and Power supply are not an issue. Sounds like SBlive is an issue. If your making 1550 w/o the SBlive...you might want to consider a different sound card.
I recently setup my first AMD system. After hearing about numerous problems w/ the KT7A/R boards and SBlive I decided to go w/ a Hercules Muse XL sound card...very similar to SBlive...but I have not had a single problem w/ freezing, gaming, cd burning, etc.
There are also many posts regarding various fixes for this problem but it seems as though the results vary between users based on hardware, games, OS, etc. Dump that SBlive to another board or sell it...look for something else...or...try the software fixes..Via updates, BIOS updates, etc.
I think the time that most people have invested trying to solve the problem probably equals the value of a purchasing a card that works.

What OS are you running ?
Well the reason I assumed that it would be a powersupply problem is because if he has alot of cards and fans in his sys like me...It starts to put a drain on your PS, and like with only a few cards I can go 1.4 but if I put in more cards and fans to the point where I only have like 1 PCI slot left I can only go 1.33 or my sys wont post above that...well that was until I started useing an AT powersupply to power my fans. Plus if it did post I couldnt get past the win loading screen.

im running win98se and right now im running the core at 1.8 (but reads in mbm as 1.9) and the i/o at 3.4 (mbm, shows 3.5) the power supply is a enermax 350watt, i just flashed the bios to the 3r beta which helped slightly (faster boot as well), the cpu temps are at 38/48 @1450 (145x10).
with the sb installed anything over 1460 and she freeze's when win starts or shortly there after,
if i have to i guess i'll have to can the sb for another card but i sure hate to do that after just buying it!
