Why does microsoft make it so hard to get? its been out since 2001 and the only 2 ways to get that i know of are to buy a Itanium processor or pay around 1,000 dollars for a Microsoft Developers Network Subscription.

Probably because there's little reason to have it unless you own an Itanium system or are developing software for one.

if you have an Itanium system, $1,000 is probably chump change lol

Probably because the only people who needed it were server people, and form waht you said it sounds like they had a deal with intel. Intel probably doesn't want people to get A64's and if they think they need a 64bit OS they may not get it since they can't get an OS.

im pretty sure IA64, and X86-64, arent compatible ... anyone know?

They are completely different. Compilers could overcome most of those difference if you're starting from source code. But applications compiled for one are not even remotely compatible with the other.
