Disabling Restore (Windows ME)

I now have the long-term use of a laptop, but it has a 600-meg directory in it called "_RESTORE" in C:/. Considering it was hidden and I know how much WinME likes pulling stunts like this i'm wary of going into DOS and deleting it, (it's protected :() but is there a way of disabling whatever is using it and deleting it safely?

It doesn't seem to have grown but it didn't purge :(

Update: I formatted the laptop and re-installed, it works now :)
