Add heat. :) A blow dryer would probably work I believe, but it depends what kind of heat shrink tubing you have.
If it's heavier duty it may require a flame, and if this is the case then the key is to keep the flame moving - don't ever stop in one place or you will burn it too thin or make a hole.
At a factory job I once had I got to play with a modified flame thrower to heatshrink large pallets of material in these big plastic bags. Fun fun.

lighters work as well.....just be careful not to set the stuff on fire, lol. Only give it as much heat as it needs.....if you don't know how much to apply, take a spare bit and practice on some extra speaker wire or something...I would however recommend a hair dryer over a lighter.....a lighter could get pretty hard on the fingers unless you have a zippo, heh.
Also, don't forget to check out the Alternative Modding section of the forums. That area is a wealth of knowledge that applies to anything having to do with modding your computer for asthetic purposes.
I use a lot of heatshrink tubing. The easiest and safest way to shrink it is to use a heat gun. You can get one at Home Depot or at an electronic supply house. The heat gun allows you to apply the proper amount of heat evenly without damaging the tubing or the circuitry around it. A hair dryer isn't hot enough to do a good job and a flame can damage the tubing and the circuitry around it.
I used a micro-torch for years with heatshrink. It takes some practice, but once you get it, it's quick.
