Is there a good program to change how they look and completely customize them?

There are some ways. Try out a program called windows blinds. Check out www.themexp.org . Its a great site that has a whole bunch of themes and backgrounds and info on how to use them. Hope that helps.

if you want to do a basic customization , "appearance" tab in display property and "taskbar and start menu properties" is a good place to start
