i sanded and primed twice and painted twice my dvd and cdrw driveplates do i have to put clearcoat on it or not?????

A clear coat will give it a little bit of extra protection. But, you have to treat it like regular paint.
i.e. : wet sand, compound, then polish.

One thing to remember. Too much paint and they won't want to fit into the front bezel.
