O/C Athlon voltage spike?!

I have a 1.2ghz/266 Athlon O/C@1.4ghz-10x140
IWILL KK266 MOBO, 384mg OEM ram 256+128 CAS 3
300W power supply. DVD rom, CD rom, CD r/w
and 2 case fans, a chipset fan, and a fan on my Radeon LE 32mg DDR
my question is this. why is it that when i increase the voltage to my CPU
my 12v goes upto 13.10? on my hardware monitor 13.2 is the limit before it tells
you there's a problem. i also want to know if this will hurt anything in my rig.

that is very strange, usually if anything they go down abit. i dont know if it will cause a problem though most of your peripherals can operate with a little higher voltage but that would make me worry too

After I put this big Enermax power supply all my voltages are 5-7% higher than they should. Everything runs fine for the last couple months. I think it will be OK.
