On my new laptop in the start menu under the run command there is another bar and a link to Toshiba offers. I want to get rid of this link but no matter what I do it won't go away. I'm using win xp.
 
Start | Run | Type regedit and click OK | Expand the following branch in the Registry...

If Toshiba Offers is listed after the @, as per lower and under Command:

HKEY CLASSES ROOT | CLSID | {2559a1f6-21d7-11d4-bdaf-00c04f60b9f0}
@="Toshiba Offers"
"Command"="Toshiba Offers"

...export the above Key first (right click the Key name and select "Export" | Save the file with a *.reg extension, just in case you need to restore the Key entries for some reason after deleting them | Delete the "Toshiba Offers" entries, but leave the Key intact. You'll need to reboot after making any changes to the Registry. :)
